Will the leek moth affect my ornimental alliums? Garlic chives are not infected but leeks, japanese clumping onions and chives are all eaten?

Currently there is no information to suggest that ornamental alliums are affected by leek moth. They are, though, subject to attack from Allium Leaf Fly, and possibly Onion fly.
