I have three hazel bushes and I want to raise the ground level by 6 inches if I cut them down to ground level and cover them with 6inches of soil will they regrow

Highly unlikely, you can cut them back and they will regrow but adding 6 inches of soil wont work. You'll need to lift them and replant burying them to the same level as before.
