Looks like Trachycarpus Fortunii to me, as Bamboo has already identified. Its very hardy up here, i didnt protect mine for the first time last winter! and it sailed through..

Yep, tough as old boots, hardiest palm in the UK.

Hi, definitely a trachy, but Ithink you have it planted too close to the fence, the leaves have a 3ft stem, and a 3-4ft spread so the leaves at the back of the plant will be restricted. regards derekm.
