I live in the north west too, I have some fuchsias flowering and some are not but they are different types.
As Beattie says you need to give them more time.

I live in west yorkshire and none of mine has flowered yet but they are full of buds.

Give them some more time Charge, it's only mid June. I'm sure they'll flower in due time.
