CAN ANYONE HELP

I have vinca major growing in my woodland garden, last year it died back completely. I put that down to the severe winter but ive noticed that the underside of the leaves have almost like a spotted rust covering them.

IT sounds like its Vinca rust, can be a problem through long dry spells, you need to give them a feed, and have they been watered, if not give them a few bucket fulls,. and any infected leaves i would cut away, new growth will return, and spray with a fungicide, julien
