I have a Rhododendron Hybrid Germania which has only flowered once, three years ago after the builders mixed cement in the garden and the splased the plant, it doesn't seem to have recovered, it's wilting and has yellow at the top, I have used special Rhodo feed but no luck yet, I would appreciate some advice.

Using rhododendron feed wont be enough if you have alkaline soil. You'll need to plant in ericaceous compost. Certainly being splashed with cement will not have been appreciated as this is alkaline but after three years unless it got pretty well covered it should be okay.
