do I cut back after flowering or leave to die down, also can i propogate and how

If they are Anemone Japonica cut them down. Don't bother with seeds just dig a bit of root up ,they grow easily and can be very invasive.

If you leave them to die back naturally, they just go horribly soggy and harbour slugs and snails - go for the chop while they are easily handleable. Yes, they are invasive once they get going - as I well know!!!!

You can transplant pieces of root but they often take a year or so to settle down. But as spritz says, once they get going, they REALLY get going
