i HAVE BAMBOO PHYLOSTACHUS IN POTS. I think they got frostd. Are they dead or will they regenerate?

Too early to tell. If there is still green in the stems, it is likely that it will grow back. Keep them in a sheltered position, make sure they do not dry out and wait for at least another month.

We have suffered massive damage to many of our bamboos over these last two winters and those that did manage to regrow last year often delayed doing so until well into the summer.

So, as Vincent says, give the plant lots of time and protect from extremes of heat/wind etc. Even if all of the culms (canes) are dead they can often regenerate and push up new shoots from the underground rhizomes.
