The containers of herbs, strawberries and carrots in my greenhouse are over run by tiny flies. They spend time 'running' around the plants rather than flying - they're definitely not ants. I've already cleared out and cleaned the greenhouse once this season, but they're back again. Any suggestions please?

could they be compost beetles-- I often see little black flies around the base of plants in there but don't usually see any damage-- how about spraying with soapy water?
