Applying sulphur to vines

I want to treat my grape vines with sulphur to prevent mildew, but I'm not sure how to do it. Do you add the sulphur powder to water and spray on, or some how dust it on to the vines. Any advice would be gratefully received

In this part of the world (northern spain) vines are dusted with blue copper sulphate straight onto the leaves in Spring before the fruit appears, also tomatoes and beans. Not a concise answer but I hope it helps.
