Good Morning
I have several torbay palms in my garden but with the bad winter all the leaves have fallen off
Will any grow from the top or is it finished

The severe winter will have damaged your plants - check the trunks or stems for signs of oozing or rotting. If they look okay, just leave them in place - they may, by about June or July, shoot either from the base, or up the stem/trunks somewhere, rather than at the top, at which time you can cut down the trunks to where the new growth has appeared.
