i dug up an old flowering bush but left a bit of root behind that i could not remove, will it grow again

If it does regrow have a brush killer on hand and cut it as far down as possible and paint the cut with the brushkiller immediately that should get rid of it permanently.

Quite possibly, but without knowing what the 'flowering bush' was, its hard to say for sure.
