hi
on my veranda upstairs, i have tubs with mini roses&phloxs in them. about 2months ago i noticed both had aifids on them and the leaves on both had like a white powder on. i cut them down to soil level but when they started to grow again the same thing happened.could anyone tell me what the problem is and how to rectify it .

Aphid infestation and mildew, by the sound of it. You need a fungicide spray for the second, and an insecticide for the first. Next year, treat, when you see problems, and in particular the mildew.
