An article on this web site seems to suggest that Cleome 'Senorita Rosalita' can it be cut down at the end of the season and kept in the ground for future years. Mine have always died so I have treated them as annuals
I live in Kent - so could it have survived?

Not in the UK sadly. Cold and winter wet are not good bedfellows for Cleome.
