I have a clematis "Polish Sprit" that is growing well, planted 2019 and reaches the top of a 6ft fence and about a 5ft spread.
I prune it as a group 3 each spring - down to about 12"- 18"
I feed regularly with a high Potash feed.
My question is, it only flowers on the top quarter/third of the plant. I have seen pictures on the internet of this clematis flowering much more that that.
Does anyone have any ideas?

Perhaps some of the top foliage is brought down and wrapped among the lower leaves. I have certainly done that to hide 'bare legs'. Mine also tend to be at the back of the border with herbaceous perennials in front.
