Shears. Sounds as if you've either let the grass get too long, then burnt the motor out on the mower trying to cut it, or your grass is lumpy, bumpy and full of stones.

I read an article that said the scyth is making a comeback! In practiced hands it can produce level, tidy grass to the same heighty as a lanmower. No idea where you would buy one, though.
