I NEED TO CHOP A 4FOOT CONIFER DOWN, IT CANT BE DUG UP BECAUSE WHAT IS NEAR IT. WHEN I CHOP IT DOWN CAN I PLANT A CLIMBING ROSE WHERE IT WAS IF I GET AS MUCH OF THE ROOTS OUT AS POSSIBLE

I would give it a try,as long as you can dig a hole and get plenty of muck in, the ground will be very poor from the conifer.

Sounds a bit iffy to me, as the poor rose won't be able to get its roots deeply in the soil (unless they go sideways!). You could give it a go but roses need the ground to be deeply dug and well-prepared with manure - so it depends how much root you can remove.
