Some of my small pear trees get this each year. Take one off and check if there is a minute maggot in residence. They do no real harm to the tree. You can remove the leaf and destroy it in some way. Not too many though on a small tree. Cossett the tree for a while....watering.....a bit of fertiliser to give it the power to resist such attacks.
