I have a Budlia growing out of wall in back yard have cut ithem down and sprayed with shrub killer to no effect any other product you could recommend someone suggested saltwater I'm so worried about internal damage to the wall which ajoins next door and I would be liable if the wallfell down

Persist in cutting back and spray again with a strong solution of glyphosate when the shrub has made some soft growth. It might take a few goes, but this will definitely kill it eventually. Unless the bush has already been allowed to grow very large it should do no damage to the wall.
