Depends what you want to do with it once its levelled - if you're turfing, then a fine layer sand (very fine though, not deep) won't hurt, but not builder's sand.

If you mean sharp sand, it'll be okay, but not at an inch deep - half an inch, or turn over the top of the soil, mixed the sand in and level it again. I have to warn you that I once levelled off with sand, an inch deep in some places, and the lawn did not do that well... I've never risked it since.
