Last night we had a power cut about 1am till 8am and my greenhouse heater stopped and the temperature was below freezing in the greenhouse this morning. There is a young brugmansia that has wilted and seeds that was planted yesterday as follows cucumber tomato and passiflora will these be ok and will the brugmansia revive its self

Patience, Steve, patience. It is very likely that your plants will be OK. Most can withstand a very short period of cold weather and, as far as I know, nowhere in the UK had extreme cold last night. Time will now tell.
