when can I move a sea holly to a new area its taken over and is just coming into blue shades now which I don't want to lose if possible

I would collect seed from it first. It has a heavy root system and there is every chance that you won't move it successfully.

We moved a bit last year after it flowered abd not only is it happy and flowering so is the original plant......

If you want it to flower then you'll need to wait until autumn to move, preferably after it has died back.
