We have a netted (chicken wire on sides and pigeon net on roof) vegetable garden and our cauliflower plants are being eaten (the leaves at the base) not the heart, could it be squirrels?

Or pigeons, deer, pheasants? Frightening isn't it, the number of animals we could list. It look's as though a chicken got to it! However, as you've netted, then mice would be my suggestion, if the birds can't get in. Those hearts are tasty for many animals.
