Its so cold outside and if its been indoors it might need to go out gradually so as not to shock it too much.

Don't even think about planting it out if the ground is frozen, though!

yes you can. but make sure it is a suitable outdoor variety. then when you know exactly what it is you will be able to give it the best conditions for it.
