18 yr. old hedge has no growth on wall side but has foliage 2 feet from main trunks on other side. I want to prune back to trunks; I would lose the foliage but WOULD IT REVIVE in time?

Sounds as if your hedge is past its best - you could certainly try what you suggest, but really it should be done in Spring, not now.
