I transplanted a Judas tree when it was small. Now it looks like a bush. Can I turn it back into a tree by trimming?

Yes, wait till winter then remove all but the strongest looking part of the tree. This will form the trunk of the tree. Keep pruning out any side shoots toll you get the form you want.
