It's a hibiscus, budding, just about to flower in a day or so, but sadly seems to have mealybug (see the stem) - I just got back from a two week vacation and my flatmate and friends were taking care of the plants.

I used to get mealy bug on some of my cacti. Methylated spirits soon deals with them, just use a small paintbrush.
