This seedling tree African Tulip tree is growing through the Mediterranean Fan Palm in Balboa Park, San Diego, CA. There's a lot of seedling which pop up in the park. Photo taken March 11, 2013.

Will it be left to grow there or given the chop?

Not sure. African Tulip tree's max height here is more than 50ft (16m) tall. It's such a beautiful flowering tree, it may be left there (I hope so, anyway).
