think i would get barbed wire wrapped round top of fence, that may put a stop to it if everyone could help toward, not sure how much it would be joan,

you can cut back only into new wood early before flowers, but may not get as many new flowers, or you can cut just behind the flowers when finished flowering but if we have a bad winter this means frost can get into new growth and kill it, so think i would prune a bit in spring before flowering, unless you protect it for winter to be sure,

well he does have the right to cut anything off his side but certainly doesnt have the right to throw it all into your garden, he is just being petty in my opion, have you tried to talk to him , other than that im not sure what you can do without falling out over it, but he sure is in the wrong , good luck

oh joan im so sorry for you and the other tennents there, have you called the council to see what can be done, you all work so hard and its also costing you all money to keep replacing everything, i cant believe people today, i think your right its being sold probably on ebay or at carboot sales, they need catching and locking up ;o((
