At a guess, and its only a guess without a photograph, the problem might be rain balling - some roses are very susceptible to this, but it usually happens as the buds start to show colour and look ready to open. They grow brown and don't open at all, and usually fall off later on if you don't remove them. It just means there's been a lot of rain at the wrong time for the flowers...
