The leaves of my Laburnum tree have gone yellow and are curling up. Is this Rosetting and if so does that mean it will die??

We live in the North East of England and the tree is planted in an open area with no shelter. It is about 2 or 3 years old and we had only a few racemes last year so were really looking forward to a lot more this year but there is only one....
