My young cherry blossom tree looks really healthy on the lower half but dead from half way up. How can I improve this?

No its not from this year. We got it as a small tree and now it looks half dead.

Rub a but of the trunk and see if it is green or not. If yellow or brown then it is dead and you need to cut it back to were it is green - just above. Was it a bare root planting from this year?
