thankyou for your comments about peas and spring onion ,i will plant them out once this rain stoppes and the puddles dry up,its very very wet here at the moment.

No Tinman it wont stop the hosepipe ban. The groundwater table where you live is extremely low, even if it rains for the next three months you are going to have on-going problems. Give thanks for the rain and collect as much as you can to use when it isn't wet and for your greenhouse plants/seedlings.
