I have beautiful chinese chives that are being destroyed by tiny black bugs - it looks like about hundred on each chive leaf!?

There are tiny black bugs - it looks like about hundred on each chive leaf and they're packed together. I tried using vinegar, but it didn't work. Then I cut all my chives to the ground. But when they grew back, the bugs were all over them again. What can I do to get rid of them!? I'm so sad because not only are my chives beautiful to look at, but I also cook with them, as well. Any suggestions would be deeply appreciated...

Okay, Seaburngirl, I watered my chives with soapy water, very soapy water. I hope it works! Thanks so much for the advice!

are they balck 'greenfly' if yes you can spray them with soapy water to get them off. obviously if you eat them you will have to be careful which chemical spray you can use.
