I would like to give a peony to some friends who have a wedding anniversary in August. When is the best time to do this? Now or after they have flowered?

Ours took the best part of four years to flower again after we moved it, despite its being a large, well established plant. "Sulk" is the perfect word to describe it, Bamboo.
