About the only thing that might over ride the ivy is Russian Vine, but I wouldn't recommend it - that's just adding a big problem on top of an existing problem. Cut the ivy back to the source - you're allowed to cut back to your boundary line, but legally, the cuttings belong to the owner of the plant. Offer them to him if you like, otherwise cut it all and get rid of it. It'll be a twice a year job to keep it at bay.
