I had Lobelia Cardinalis in the pond last year - will it come back? If so, should something be happening by now?

Yes, mine are on my stream bank and are up - the red leaves are showing.

Yes its fully submerged - what do the new shoots look like? Are they green?

No - red. Mine are above water at the moment, but when the stream rises after rain, they play submarines! LOL.

looks like mine arent coming back, do you think its too late now? I live in newcastle, maybe the climate is a factor?

Did you have the plant fully submerged? I have it growing in damp soil next to the pond. It is just showing its new leaves now. If it has just its root in the water ie as an emergent it should be ok.
