I have well established jasmine bush and its leaves are covered with a black dust like substance which eventually causes the leaves to die.hat can I do to stop this happening

Sounds like sooty mould to me, but it is difficult to tell without seeing it. The general advice if it is sooty mould seems to be to hose the plant down and then use a specific spray to get rid of the aphids which may be causing it.
Others here may have further advice.
