I have a small blue flowered hebe named caledonia I would like to keep it's small shape is it ok to prune and how do I do it?

This one is a dwarf, making a plant only 2 feet by 2 feet. If you prune it regularly and too much, you will lose flowers. Prune by shearing over once flowering has finished, taking a little of the foliage at the same time, but pruning is not really necessary at all.
If you live in a cold part of the UK, and we have the winter that's been predicted, plan to provide cover or shelter for your plant until spring. This one is listed as 'fairly hardy', meaning okay in an average British winter, but you may lose it in a tough one.
