I have had to move a 3 year old Willow tree 4 days ago & all the leaves have wilted & gone dry & crispy. Has the tree died or Will the leaves come back next year?

Water, water, water as Kildermorie says - at least 2 gallons a day for the next 6 weeks.

Keep watering it. I would have waited another month before moving it, when it is dormant. It looks like it is lacking water, so keep watering and watering, even if it rains. I have cut down Willow branches like yours and used in the garden, and they have sprouted - hardy things!
