Curly twisted leaves are red in start & appear as if there is a red flower at top of plant.With growth the red leaves turn green & emergence of new red leaves at top the plant still looks like having a red flower at top.The stem is green & then woody but always has a tubular cavity in mid.Any injury make a white milk secretion.

I did identify this plant for you recently, Naxiketa, when you posted a photo of it. As we tend to treat this as an annual house-plant in the UK, I'm afraid I can't tell you how to propagate it.
Its latin name is Euphorbia pulcherrima.

Perhaps a Poinsettia, at least an Euphorbia, watch out for that milky juice it is poisonous. I'll leave it to someone who has actually grown them to advise on proagation.
