The new Hydrangeas DO have smaller flowers, i have a new one (variegated) and it's a lacecap and the flower size reflects the size of the actual plant.

The buds of a decent size mophead on a hydrangea will be about 3cm in diameter. The flowerheads from buds that size will be 5 times that at least. So don't worry, they may surprise you yet.
