i grew on runners from my strawberry plants last year,this year these new plants just send numerous runners but no fruit,is that normal?

If it's a "June-bearing" variety, and the babies were very small last fall, they may have reached blooming size after the blooming season, so they spent that energy on runners. Keep them healthy, and they should bloom and bear next spring.
