I have a siver birch tree that was planted 2 years ago along with 2 others that looks dead fron 2 thirds of the way up to the top. Can just the top be dead? and if so what should I do about it

Any part which doesn't have a green, moist layer under the bark needs to be cut off.

Its certainly possible - you need to cut down to where the trunk is healthy.
