I have several 8-10 ft arborvitae that have several branches or, in one case, the whole tree bent 90 degrees from the weight of past snowfalls. The snow has melted but they have not returned to original positions. Can anything be done? Can they be tied back into position?

You should be able to tie them back , use a cane or stick as a splint, or use Bonsai wire (coated aluminium) wound round the brach, have a look at Bonsai wiring and copy it on a big scale.
