Should you remove dead leaves which fall at back of herbacious border or leave them and dig them in to soil?

Answers
Leave them as long as they are healthy ones but if they were, eg leaves from a rose affected by black spot they need picking up and burning.

Just let them be the worms will drag them down into the soil or they will decompose naturally.
