Soil full of roots

I had two large bushes removed from my garden, and had the stumps ground down, but the soil is full of a network of tiny roots. Will these rot away, or can you advise me what to do so that I can plant the area with dwarf bushes and flowers.

The small roots may need digging up or will probably just rot away. The ground will be dry and in need of some revitalising too. Dig in some good garden compost if you have any and plant the new shrubs with bone meal to help their root development.Let the rain get to the area, put on some Blood ,Fish and Bonemeal fertiliser as a general feed for flowers.Hope this helps.:)
