It might pay you to dig a shallow trench all round & lay some piping to a water butt to save the water

It could be clay or impacted soil - in which case, you'd need to dig in lots of grit and compost, as well as well-rotted manure, mushroom compost, anything like that would help.

It sounds as though you need to improve the drainage. What kind of soil have you got?
