my 15 year old torbay palm tree has died, but is sprouting new ones at the base, how do i grow them?

Cut off the dead trunk and let the shoots grow. If there are more than you want, remove the surplus ones. If you can get them with some root you could try potting them up and growing on to pass on to friends, coffee mornings for good causes, etc.
