Some evidence of mildew, is it in a pot or the ground?

They are in the ground s/east facing in sun from mid morning to mid afternoon under pebbles

As you cut them back in February, I assume they're in the viticella/jackmanii group, in other words, later flowering ones - try cutting them back to 2 buds from the ground next year, which should be 6 to 8 inches. If the tops are healthy I'd leave them alone.
